Bloom was appointed by BGO in February 2024 to lead and streamline the planning application for the redevelopment of 43–45 Portman Square, London. The application was submitted in July 2024 and approved by Westminster City Council in April 2025.

The project involves the transformation of an eight-storey office building into a modern, high-quality workspace. The redevelopment includes a full CAT A refurbishment, a two-storey rooftop extension, a new pavilion, and a communal roof terrace, enhancing both the building’s capacity and amenity offer. Additional facilities such as a public café, cycle storage, and changing facilities further improve the user experience and sustainability credentials.

Bloom coordinated all planning documentation and technical submissions, provided strategic planning advice throughout the process, and managed the tender and delivery of soft strip works commencing in early 2025.
